Some years ago, when Castlegar was still a village, members of our municipal council wrestled — as they do nearly every year — with the subject of water. Some- times the problem is the hardness of the water, sometimes its the inadequacy of the water supply, and sometimes its the cost of pumping water, or of expanding the ic water di some eight months ago Tilly Spetgong, a serious gal with an equally goofy idea, walked into a city council meeting In Cherry Hill, New Jersey, carrying a brick. One council member ducked under the table, but he needn’t have, because all Tilly wanted was to have council put a brick in every tollet tank in town. The unusual proposal to save water stunned council members, but it was ap- proved, And it so convulsed the City of Cherry Hill's population of 65,000 that they swiftly accepted the scheme — to become probably the first community with a brick in nearly every toilet. The idea is that the brick takes up space in a toilet tank, displacing a small amount of water that is not necessarily needed for flushing. “lt was a wacky idea that got people laughing, and also made them aware that people pollute and that people can con- serve,” sald Mrs, Spetgong, a 44-year-old system, “After the congratulations . .. ask them to send you a copy suitable fog framing At any rate, one commissioner (as aldermen were then called) came up with a brilliant idea: to save water, he sug- gested (albeit with tongue in cheek), resi- dents should be encouraged to flush their toilets only after every other using.
