Camera-ready type for your photocopier CASTLEGAR NEWS 365-7266 WINNIPEG (CP) Canadian sei entists have perfected a powerful new instrument to detect the theft of plutonium — a key ingredient in nuclear bombs — from spent reactor fuel The device will be used at reactors throughout the world, says Dennis Chen, a research scientist at the Whiteshell Nuclear REsearch Estab: lishment at Pinawa, helped develop the ga “You can actually see radioactiv ity,” he said in an interview “It's like looking at embers glow ing in a fire. It’s a sort of red glow.” The camera-like device measures the radioactivity of used fuel rods, which are stored in sealed cylinders in what amounts to large swimming pools. Chen, with colleague Gary Young, are among the first to successfully develop the portable hand-held in strument, beating Japanese and American scientists who are working on similar devices. Chen said a version has been tested in Sweden but he believes the Canadian instrument is superior and five have been bought by the Inter. agile lis CastlégarNews © ts ~~ Camera detects theft national Atomie Energy Agency, which monitors the supply of wea pons-grade nuclear fuel for 113 mem ber countries. The instruments cost $25,000 each. COST $1 MILLION Chen has been working on the project for the last eight years at the AECL research facility about 100 kilometres northeast of Winnipeg. It cost about $1 million to develop the instrument. It replaces the more awkward and time-consuming method of attaching a geiger counter to a pole and dropping it into a pool where the rods are stored. This is rarely done. The new instrument is able to see radiation with the aid of an ultra. violet lens. “The image comes through the lens and is multiplied 10,000 to 20,000 time: hat electronic image then hits a TV screen and then you see the image,” said Chen “What our device will be able to do is to say, “Hey, reactor operator, this is your fuel and we're not seeing any radiation glow from it,’ " Chen ex plained Jey, we're going to report you. It No-lead gas fuels toxic controversy WINNIPEG (CP) — Banning lead ed gas may put. Canadians at risk from a more menacing toxin that can cause a brain disorder, says a scien tist who has studied the issue. “It seems stupid to take out lead and substitute manganese, some- thing that’s more serious,” Frank Labella, a University of Manitoba pharmacology professor, said in a recent interview. The federal government has ban. ned leaded gas as of December 1990, forcing refineries to replace it as an octane booster. Manganese is con tained in MMT, an antiknock additive in all premier brands of unleaded gas. “Enough is known about mangan. ese poisoning to realize it may produce more serious consequences than lead,” Labella said. “We've known that in Chile, manganese miners developed true Parkinson's disease from manganese poisoning.” Symptoms include tremors, loss of memory, staggering gait, hallucin. ations and pyschotic behavior. Labella said when he and research associates first learned oil companies were considering replacing lead with manganese, they applied for and re. ceived a National Research Council grant to study its toxic effects. “We got a three-year grant. Our research showed that manganese destroys the neurotransmitter dop- amine.” The absence of dopamine in the brain contributes to Parkinson's dis ease. While concentrated amounts of A Healthy Gift of Love! BEAUTIFUL CHRISTMAS FRUIT & NUT GIFT BASKETS From $2 e 99 Each Mother Nature’s Pantry Downtown Castlegar manganese were used in his re. search, Labella said heavy traffic would likely cause high levels in a city's inner core. “I predict there'll be a lot of problems with that. But how can you study the effects of manganese on kids three or four years old living in the core area, breathing in thi stuff?” It would take a decade of study, he said. Roger Lafleur, technical co-ordin ator for the Petroleum Association for the Conservation of the Envir- onment, said findings from a 1986 study showed MMT didn't signifi- cantly increase tailpipe hydrocarbon emissions, although that appears to have little to do with Labella’s concerns. could be that you're diverting the fuel and extracting the plutonium from it to make an explosive device.” POSES THREAT Jean Beare of the Atomic Energy Control Board in Ottawa said the theft of plutonium is a serious con cern, “It is a interview, “That's why the safeguards of this international agency exist.” A West German magazine alleged in 1986 that the Vienna-based Atomic Energy Agency itself had failed to account for enough material to manufacture 70 nuclear bombs and that it had lost track of 188 large consignments of uranium or pluton ium. British and American scientists have said that 2.3 tonnes of plut onium produced in British reactors was missing as of 1985 and they speculated it went to British or American weapons programs.
