The Racorb reaches the people. —— some Scandinavians, The of general command were the same all round, but the German aod Latin companies were permitted to use their own language and drills. The Pullman company last year earnestly combatted an attempt to reduce the price of sleeping car tickets to St. Paul from $13.50 to $10 from coast points, because it would cause too great a shrinkage in the earnings. At the annual meeting of. the company it was shown that it will pay from this SATURDAY, OCTOBER 28, 1899. ro ADVEBTISEBS. New reading ‘matter makes your advertisement attractive. We will gladly chapge youc “tad” every issue if capy is presented before 10 a. m. CONCERNING THE BOERS. The Transvaal force consists of the erdingry coinmando of burghers, . of attillery and of volunteers. The artillery is divided into horse, field and garrison artillery, and it has a good and efficient telegraph staff, capaple of working the 4 year’s b $3,149,550 in divi- dends, and it has a surplus of over $4,000,000. With these conditions, | th which will be improved by the re- moval of competition by the Wag- ner company, it will be wise for the prices. Not only state legislaturés but congress may have something to say if reasonable concessions ate not made to the traveling public. z a It is generally supposed that the Trail Creek mining division is e tirely in West Kootenay district, This is not the case, however, a8 the line, on the west, betwee West K and Yale districts It is:well armed with German and French quick-firing guns, and the horsés are of sound and useful South African type. The men are well: drilled, the younger officers fook smart, the shooting of the guns has been good and accu- rate: Some idea of the appearance of 3 Boer artilleryman in full dress may not be without interest. It is described generally as that of a black hussar, with very wide Rus- sian trousers, anda white helmet with drooping plumes similar to those of the German guards, For service he wears auniform of brown Bedford cord, the color of khaki, but much more endurable, and a slouch hat with a blue puggaree. Tho forts are of the most modern eonstruction, having been built un- der the direction of French and Dutch engineers. The barracks, which cost a quarter of a million of Uitlander money, are as fine ds any that the world can show. The offi- cers, utterly deficient in technical tknowledge, are the weak point.- The whole artillery corps is nom- inally under the command of Colo- nel Trichaart. He is simply an or- dinary Boer, who obtained his com- mand on what they call in the Transvaal the family principle; that is to say, the practice is to keep the main commands within the limits of the principal Boer families. Once only, and then when he was a sub- ordinate officer, has Trichaart been called upon to act. That was at Dornkropf, where he had the distinction of coming up too late with his gun, and was much mocked. OF foreign officers in the artillery there were up to a very recent date certainly none; and itis not likely that there are many, if indeed any, now, for the Boer jealousy and sus- Ppicion of the foreigner is consuming and on the whole natural. The vol- unteer force has an interesting his- tory. It was established in 1894, in the face of the strong opposition of General Joubert, but the project had the equally strong support. of President Kruger. There were sep- arate corps for Johannesburg, Pre- toria, Krugersdorp and Ermelo. The Johannesburg corps; which was naturally very unpopular among the Uitlanders, was disbanded later, and has now been called out again. The Pretoria corps consisted of as one squadron, or perhaps it. would be more correct to say one body, of eavairy, one company of infantry, a a h: of field tel is the west boundary of the Nelson & Fort Sheppard railway grant, which line runs north from the. international boundary about creek, The Trail Creek mining some five or eight miles further west of this in Yale district to the sum- mit of the main divide between Christina lake Sand Big Sheep creek, —_—_—_—_—_ According to the Nelson Miner, the miners of that city have conclu- ded to go work, for a time, at the rate wage offered by the Mine Owners’ association. | That is at the rate of $3 a day, per shift of eight hours. Sixteenminers, union men, left the city yesterday to ac- cept positions in the mines sur- rounding Nelson at the rate named. NOTICE OF ASSIGNMENT.
