Rudy Perfich of St. Paul, Minn. held an open house so that citizens ‘could chat with him. One visitor ended up tossing a cup of lemonade into the face of another, who happened to be smoking a. cigarette. Each threatened to bring charges against the other. The .combatants ‘were Steve Wrbanich of Brooklyn Centre, who came in his wheel- chair-to compliment the governor on an executive order dealing with access for -the handicapped ‘to government buildings, and Nancy Leighton of Minneapolis, who doesn't like cigarette smoke -and likes to guard her rights ‘under the state's Clean Indoor Air Act.
