Socreds face tough decision VANCOUVER (CP) — If the Social Credit party in British Columbia is not at a crisis, it is at least at & crossroads, s For the last 34 years, the Bennett name has been synonymous with the provincial Social Credit party. Its only two leaders have been Bennetts — W.A.C. and his son, Bill. But with Premier Bill Bennett's planned resignation this summer, the party finds itself without a leader, without another Bennett in the wings and without an obvious successor. Political scientist Martin Robin, who has written several books about B.C. polities, sees the party's main job being that of rebuilding its image. “The Bennetts are gone and, in the public mind, the family and the party have been virtually inseparable.” The B.C. Socred party is without parallel in the rest of Canada. Unlike Alberta's moribund party, the British Columbia party never really bought the ideas of Maj. C.HL Douglas and the funny-money schemes. Douglas, a cost accountant, believed that capitalism would always generate economic crises with credit systems draining off the purchasing power needed to absorb all of the society's production and leaving “poverty in‘ the midst of plenty.” GIVE CREDIT He said the solution to the depression was for governments to give citizens “social credit,” or enough credit to buy up the available goods and services. The B.C. party bears less resemblance to the federal party of the same name than it does to the national Progressive Conservative party. Local Socreds trip over each other trying to disassociate themselves from the national Social Credit party. particularly after events like the recent national convention. The 114 delegates who attended endorsed the South African government and denounced the World Bank and the International Monetary Fund. Among the candidates seeking the national leadership was Jim Keegstra, the former Alberta school teacher convicted last year of wilfully promoting hatred against Jews. He finished second. . It would be an understatement to say Keegstra or the new leader, evangelist Harvey Lainson, would not be welcome in the B.C. party. But similarities between B.C. Socreds and Conserva- tives are not surprising. W.A.C. Bennett leapt from the Conservative party in 1951 to the then recently formed BUILD PROVINCE He believed in private enterprise. And, using private companies as the basis, he wanted to build a more prosperous B.C. The senior Bennett wanted new roads, new bridges and new hydroelectric dams. So he built them. He also believed that ordinary people like him, a hardware store owner, knew more about what voters wanted than the experts did. So he created a i government. Under him, the party forged a coalition of federal Liberals’ and Conservatives based as much on a fear of socialists as on substantive ideology. Bill Bennett has, to a large degree, maintained it by spreading fear that if the New Democratic Party formed the goverpment, British Columbia would be irreparably damaged. But he has also harmed the coalition. In the tough economy of the early 1980s, Bennett hacked the government's budget — except for capital construction spending that sped along with projects like northeast coal, the Revelstoke hydroelectric dam and Expo 86. Despite those projects, the days of plenty that sustained his father have not returned and the number of undecided voters has grown from about four per cent before the last election in 1983 to about one in five in recent polls. GIVE DIRECTION Without -a Bennett at the helm, when the estimated 1,500 delegates choose a successor at the July 28-30 convnetion in Whistler, they will be choosing what kind of party they want or at least which part of its personality they want to emphasize. The 12 announced candidates fall into three groups: old party, Conservatives and right-wing fundamentalists.
