Chictingram Kecovers $4000 of Mrs Taylor's Mining Money. - The mystery of the disappearance of $7000 of the late Hessie Taylor's money has been cleared up by Chief of Police Ingram, and Steve Garn- ham, formerly of Rossland and a well known character here, has been discovered to possess $4000 of the amount and has made restitu- tion. Mrs. Taylor came to this city in its early days and accumulated some |property here and quite a little money. Shortly before her death she withdrew $7000 of her money, and it has been impossible to ascertain what had become of the money until Chief Ingram returned from Vancouver yesterday. Steve Garnham was rooming in the Opal at the time the money dis- appeared and moved into Mrs. Taylor’s rooms shortly after her death. The solicitors for the dead woman searched for the money, but failed to find it. Chief Ingram says that Garnham found the money, or at least $3500 of it, several days later, and has spent about $1500 of it. He has turned over $3200 in cash, and deeded over a house and lot in Vancouver, which he had — pur- chased for $800. CLUTE AS A MEDIATOR, Labor Again on the Way to Hossjand. Since the return of Chris Foley from Butte, where he went to con- sult the. officers of the Western Federation of Miners on the -con- tract system, the miners’ union has received a telegram from R. C. Clute, Dominion commissioner, who investigated the Kootenay labor troubles, asking that no decision be reached until he arrives. He will arrive about Monday .and mean- while a decision is held in abeyance. A meeting of the union was held on. Wednesday and discussed the matter. ON A SERIOUS CHARGE. Allan, the Bank ollor, Arrested for Appropriating the Funds. Merchants Bank of Halifax, was arrested yesterday on a warrant sworn to by. Leonard Craig, charg ing him with stealing $680 of the bank's funds, and spent the night in jail. The alleged defalcation was dis- covered by Mr. Craig, who is act- ing as manager in the absence of J. M. Smith. In checking up the cash he found a deficiency of $680 and then suspended Mr. Allan. He telegraphed the facts to the direc- tors and awaited instructions to put the matter in the hands of the bank’s solicitors, MacNeill & Dea- con, _A‘warrant was sworn out yesterflay afternoon by Mr. Craig and Allan was arrested. The accused is about 25 years old, comes of a good family in Mon- treal and came here about a year ago. He contracted expensive hab- its here and is believed to have squandered the missing money in dissipation. He appealed to his father to make np the deficiency, but received a reply that he must take the consequences of his acts. Mr. Smith is understood to ‘be on his way from Montreal. By -Associated Press, New York, March 23.—Accord- ing to a Washington dispatch, the government has been notified that the Delagoa Bay award decision will be announced in a few days and that the Portuguese government he- lieves the award will not be more than $4,000,000, though the claim- ants expect it will be several mill- ions more. The Portuguese gov- ernment has been collecting the necessary funds with which to sat- isfy the award as soon as it is ren- dered. In this connection, it is announced that George W. Van Syclin, of this city, who is president of the Ameri- can council of the South African re- publics, has sent an official letter to) the Portuguese minister at Wash- ington offerin.; to loan the govern- ment of Portugal the sum necessary to pay the Delagoa Bay award.
