The country’s overall vacancy rate for 25 metro- politan areas was 1.5 per cent last month, the same rate reported by the federal housing agency in the pre- vious semi-annual survey last October. Toronto and the Ontario cities of Hamilton, Kitchener, London, Oshawa, St. Catha- rines-Niagara and Windsor continued to have individual vacancy rates of one per cent or less. The rental situation in Vancouver got noticeably worse as the rate fell to 0.9 per cent in April from 2.5 per cent in October. Vacancy rates are based on surveys of privately-built apartments with six or more units. In caleulating an over- all vacaney rate for Canada, the size of each city is taken into account. Canada Mortgage and Housing Corp. did slightly different surveys in 21 smaller cities that aren't ineluded in the overall nation- al calculation. Most housing experts con- sider vacancy rates of three or four per cent to be normal. Lower rates indicate a short- age of apartments, while higher rates indicate a sur- plus. Using those benchmarks, only eight of the 46 individual cities on the two CMHC lists had normal vacancy rates.
