\ CastlegarNews december 4, 1900 VANCOUVER (CP) — Everything is soaring skyward at Canada's second-busiest airport but not as quickly as some passengers would like. There are record numbers of planes and passengers but too few runways to handle them all at Vancouver International, the biggest airport bottle. neck outside of Toronto's Pearson International. “In terms of delays it's the second worst airport in Canada,” says Gordon Sinclair, president of the Air Transport Association of Canada, which repre- sents airlines and other aviation companies. The official statistic is that the average flight lifted off 11 minutes late in October from Vancouver International, located on Sea Island in the suburb of Richmond. While that seems a marvel compared to the staggering three- and four-hour delays at Pearson, Sinclair says the figure masks delays of between 30 minutes to 1% hours during peak periods. “It's the worst when the weather is bad,” said Sinclair in an interview from Ottawa. “It's not uncommon to see 18 airplanes lined up in a row, just sitting there burning fuel.” e BEYOND CAPACITY Congestion at Sea Island is a due to numbers of airplanes \surpassing airport's capacity, said airport manager Frank @'Neil. The airport is designed to handle.276,000 takeoffs and landings each year but is now ‘handling 300,000 Takeoffs and landings are expected to soar to 369,000 in the next seven years. Vancouver airport ‘second worst' Pearson which handles 21. million passengers annually — were foreseeable in 1986 but Ottawa ignored the aviation experts, said Sinclair. “The folks who were controllinjg the purse strings decided not to listen,” he said. “So the prophesy has now come true in spades.” An ambitious $350-million to $500. upgrading program is planned by Transport Canada to solve backups at the airport, said O'Neil. The plan calls for expansion of the terminal, ground facilities and most importantly, construction of a third runway RUNWAY CROWDED There is currently only one runway long enough at Sea Island to handle large jets. At times, air traffic controllers have had fast-moving 747's with slower planes like DASH-7's using the same runway. “It's like trying to put a sports car and a bicycle on the highway and keeping a safe distance between them,” said O'Neil. It could take as long as five years before a third runway is built, however.
