And that is the view that the 60 per cent majority needed to pass municipal . - money ‘bylaws should NOT, be reduced to a simple majority requirement. Municipal leaders. are not Big Brothers who know better than anyone else how public money should be spent. The editorial in question was submit- ted to us by-a Castlegar resident in the hopes that we would find it of sufficient public interest to reprint it for the benefit of our readers. This we have done because we agree with the views it expresses. However—and this is important—we do not think, and never have, that mun- icipalities should not resubmit money by- laws to their taxpayers a ae belief that. second looks at proposed projects, to j shave expensive frills from them, and to % do a better job of presenting them so that the desirability of certain -projects is bet- ter appreciated by the man who has to vote for them and pay for them. We believe retention of the necessary 60 per cent approval for money bylaws to be in the: best interests of taxpayers and consider ‘how a candidate stands on such a. question to be a valid question to ‘ask of. municipal candidates at’ election time. At the same time we would not question'a municipal council’s right to re- present money bylaws to the public that have been turned down by small margins in order to see if they can’t present the money bylaw in such a way that the nec- -essary 60 per cent-of the community is convinced that the project is in. the best interests of the community. We are not against niunicipal leaders the turned-down proj d and that they should be ‘approved by the vot- ers.
