The Liberals’ acting Ad- vanced Education Critic wants Tom Perry, David Zirn- helt and Darlene Marzari to resign for their parts in Mar- garet Fulton’s appointment. “If this study is to be effec- tive, it must be done at arm’s length,” Dalton said Thursday. “Obviously, Dr. Fulton is too close to (Nelson University Centre) for the study to be ef- fective. “The post-secondary ser- vices in this province are in enough trouble without hav- ing this clear conflict of inter- est. present,” he said. “The public perception is going to be anything but positive.” Fulton was appointed by the New Democrats to head a review of post-secondary ser- vices in the West Kootenay on Nov. 27, following a recom- mendation from Nelson-Cre- ston MLA Corky Evans. Fulton, whose appointment was approved by the min- istries of advanced education, economic development and tourism, has come under fire for her ties to NUC, though. Ties which some people be- lieve may influence the entire review process. “If the government can’t recognize the obvious, what does that tell us,” Dalton asked. Dalton said Fulton’s ap- pointment is just the latest blunder by Perry. He said Per- ry has clearly demonstrated that he cannot handle the ad- vanced education portfolio. “I don’t know if calling for him to resign over this issue will do any more than calling for him to resign over 10 oth- er issues that have come up,” Dalton said. Perry has found himself in hot water twice this month. He was widely criticized for questioning the credibility of University of British Colum- bia president David Strang- way and allowing the Langara College strike to drag on. “I predict, and I am not the first one to predict this, and I have said it publically all along, Tom Perry will be the first minister to lose his port- folio, followed closely by Zirn- helt, Marzari and take your pick.” Dalton said the Liberals will pursue the Fulton ap- pointment if the B.C. Legisla- tion, demanding her removal and the three ministers’ resig- nations. “If Dr. Fulton is still in charge the review should be put on hold until this issue is resolved,” he said. “People are going to say what’s the point of this study. It’s probably pre- dictable in the eyes of the pub- lic what the results are going to be. The Rossland-Trail MLA is so concerned that his government may be caught in a con- flict of interest, he has addressed NDP caucus members. Conroy was reluctant to discuss his concerns with The News, but he did confirm that conversations have taken place. Meanwhile, an NDP caucus communica- tions official contacted The News, requesting a copy of a Wednesday article, which outlined Fulton’s association with the Nelson Univer- sity Centre. Mike Moroz said caucus has already ad- dressed Fulton’s links to NUC. He said caucus is satisfied that no conflict of interest exists. The president of the citi- zens group says the council- lor who toyed with voting procedures at Tuesday's ses- sion must be kicked out of of- fice. “It’s a joke, it’s a complete joke,” Mike O’Connor said Thursday. “Whoever the per- son is should come forward, apologize and resign. What they did was absolute bull**#* » O’Connor is angry that council was forced to cast bal- lots on three occasions before selecting its representative to the Regional District of Cen- tre Kootenay. He said the “smartass” councillor “made a mockery of the proceed- ings” when he/she decided to vote for someone other than candidates Coun. Doreen Smecher and Mayor Audrey Moore. Because of the secret bal- lot vote, the councillor cannot be determined. Despite that, O’Connor said the individual must come forward to explain why they made a simple proce- dure so exhaustive. “OK, it was funny the first time around, but the laugh- ing stopped after the second,” he said. “It looks like some- one was trying to be the Queen maker, but they way they did it was garbage. It’s the stupidest thing T’ve seen this council do.” O’Connor also took excep- tion to the secret-ballot vot- ing. He said the public has the right to know where each councillor stands on Castle- gar’s representation to the RDCK. “A simple show of hands would have prevented this crap from happening,” he said. “I was hoping to be able sit back and say nothing un- til after Christmas, but this really has me angry. It should have everyone angry. ‘It’sa mockery of the pro- ceedings, it’s a mockery of council and the’ person should resign.” Smecher’s loss shocks RDCK Scott David Harrison EDITOR George Cady is in shock. The chair of the Regional District of Central Kootenay says the loss of Doreen Smecher as Castlegar’s repre- sentative is a huge blow to the 20-member board. George Cady with the attitude that she is not a Castlegar councillor or an area director, she was a re- gional director. “That was a positive asset to the board.” Smecher served on the RD- CK board for the past two rs ore years. Audrey ° Meanwhile, Cady declined “I think we'll miss Doreen very much,” Cady said Thursday. “She was a hard-working individual and an asset to all the committees that she served.” Smecher was removed as Castlegar’s repre- sentative to the RDCK Tuesday following a se- cret ballot vote by city council. The vote came after Smecher challenged Mayor Audrey Moore for the position. “I regret the loss of Doreen very much,” Cady said.“Her dedication to the regional district was never questioned. She always came in comment on what relationship he expected to build with Moore. He would also not comment on past indifferences between the two — indif- ferences which saw Castlegar receive next tono representation on the Cady-appointed com- mittees. “The initiative must be her’s,” sponded. “Given the representation and direction the last director from Castlegar gave over the past two years, I can only hope it continues.” Moore attends her first board meeting today. Cady re- Cady seeks re-election to chair NEWS STAFF George Cady wants to be the Regional District of Cen- tral Kootenay’s top dog for one last time. The Kaslo representative, who has announced that he will not seek re-election in 1993, has served as the RDCK chair since 1982. He has been “I would like to be in the chair again, particularly .be- cause it will be my last year. I have somethings that I still want to do, one of them being working on B.C. Hydro rates.” It appears Cady may just get that chance. As of Thurs- day, Cady was the only de- clared candidate for the RD- change (this) Saturday if there is a nomination at the meet- L js Cady said he is confident that he will be successful in his re-election bid, though. He said the he has contact- ed the 20 members of the RD- CK board to solicit their sup- port. This team will be required to work approximately 2-4 hours per week, only, including limited on-call work. Their is potential for some future expansion of this work, also. Job may suit semi-retire persons with police, military or similar backgrounds.
