to host
festival

CRESTON (CP) — The
town of Kimberley in south-
eastern B.C. has been chosen
as the site of the 1988 B.C.
Festival of the Arts, Munici-
pal Affairs Minister Rita
Johnston has announced .

Johnston said the spring
festival will feature four days
of competition, workshops
and performances. More than
1,300 winners of regional art
competitions will take part in
the event.

Johnston said the festival
will be held in the spring
because it’s the most con-
venient time for the greatest
number of participants and
potential visitors.

be getting new artistic di-
rectors next year.

Guy Sprung of Toronto,
appointed artistic director of
the Vancouver Playhouse

Charges upset Jello Biafra

has many reasons to be
upset.

He spent 18 months and
more than $50,000 in legal
fees fighting a charge of dis
tributing harmful material to
a minor. He was charged
after a California parent
found a poster of Swiss

Biafra and his co-defend-
ents were aquitted, but the
group broke up after the
charges were laid. The de-
fence fund is $12,000 short of

up a little since the McCarthy
era.

“In a sense they won just
by putting me on trial. But at

Musgrave wastes
talent on ‘foul’ book

Some 37 years ago, author
Susan Musgrave was con
ceived on a motor vessel
during a gale.

Cod Holmes, the central
character in The Dancing
Chicken, Musgrave's second
novel, was conceived in the
bottom of a boat after his
father had caught a 12'-
pound cod. His mother re-
called looking into the fish's
eyes at the climactic moment
and feeling an inexplicable
kinship.

This may or may not be the
only autobiographical inci
dent to have worked its way
into The Dancing Chicken
(Methuen, $19.95), allegedly
a satire on families and small
towns.

“Everything is a mixture
of experience, observation
and imagination,” Musgrave
said from her Vancouver Is-
land home. “I don't really

recognize anyone in the book;
it all became a hodgepodge.”

Cod, a lawyer, is having an
affair with an enormous
nurse named Grace Trout.
‘There's a bumper sticker on
Grace's car that says “Nurses
do it with patience.”

He wants to have an affair
with Ursula, a former legal
client whose hold on sanity is
extremely tenuous. He fails.

Cod's wife Nora, a path
etically insecure woman who
believes cosmetic commer-
cials, pines after a man whois
overly fond of his dog.

Daughter Brandy has an
affection for bikers and, as
the book opens, she is caught
in a gun battle on the front
yard.

Son Ashley is engaged to
Celia, who begins statements
with comments like “Crime in
Italy” and gets carsick. They
go to their wedding in a
hearse.

Action in the book takes
place over Christmas. Like
the Dancing Chicken of the
title, Cod jumps and jerks

around, trying to stay on his ,

feet and balance the women
in his life.

Musgrave, hailed as Can-
ada’s next major poet when
Songs of the Sea-Witch was
published in 1970, says her
novel is meant to be farce,
and that she has taken all
clements to the extreme.

What is unfortunate is that
the reader feels Musgrave is
trying to be funny when she
isn't. There is a nasty, violent
underside to all the bizarre
characters and goings-on.

Musgrave can be funny,
especially when writing
about her own life, which is
as weird and extreme as
anything she could imagine.

Her first husband, a law-
yer, successfully defended
her second husband on drug
charges. Her third husband is
a convicted bank robber.

Her magazine account of
her prison wedding is funny.
As she says, “You only get
married for the third time

She posed nude for Sat-
urday Night magazine this
year, and her piece for a
Vancouver publication on
how she ended up in a freez-
ing room wearing only her
wedding ring is very funny.

There's no question Mus-
grave is a talented writer.
It's too bad she wasted so
much time on this foul book.

Parents get raw deal

OTTAWA — Barring a last-minute change of heart,
Finance Minister Michael Wilson is apt to find himself in hot
water with parents when he presents his final tax reform
proposals to Parliament later this month.

Social policy groups believe parents have been getting a
raw deal from the Conservatives and say Wilson's current
tax proposals would help childless couples more than couples
with children.

“Bither by omission or design, the white paper on tax
reform has failed to recognize the needs of families with
children,” the Vanier Institute of the Family said last month.

Conservative members of the Commons finance
committee agreed that parents deserve better. They urged
Wilson in a report made public Nov. 16 to add $225 million a
year in tax breaks to his white-paper proposals.

Liberal and NDP members of the committee said they
would be even more generous with families.

The NDP government of Manitoba complained at the
first ministers’ conference in Toronto on Nov. 26-27 that the
federal government hasn't lived up to promises to maintain
financial support to families.

‘The Senate finance committee proposed last Tuesday to
give families tax breaks worth an extra $250 million a year.
SETS PRIORITIES

All these groups have their own priorities and pref-
erences for tax reform, but share a common position —
families with children deserve more than the Tories have
been prepared to give.

Wilson has refused to acknowledge any features of his
tax-reform package that work against the best interest of
parents and he doesn't appear inclined to make any major
changes.

When asked in the Commons last month about tax
breaks for parents, he replied by comparing a family of four
with a single person.

comparision is between the taxes paid by a two-earner
couple with children and a couple without children.

Calculations by the council show a childless couple
would start getting proportionately higher tax breaks from
tax reform once family earnings hit roughly $30,000 a year.

“Simply put, tax reform favors middle- and upper-in-
come childless couples over middle- and upper-income
families with-children,” it said.

A two-earner couple with no children and family income
of $45,000 a year, for example, would pay $8,792 in federal
and provincial taxes in 1988 under tax reform. A two-earner

couple with two children would pay $8,049.

U.S. revealed that the same
dioxin, or its equivalent, was
present in paper towels,
paper plates, food packaging
and diapers.

The Canadian industry is
hoping to get further details
from the final results of the
U.S. study, jointly sponsored
by the American Paper In-
stitute and the Environmen-
tal Protection Agency, which
is scheduled to be released
before the end of the month.

vestors shrugged off some
bad economic signs as the
stock exchanges in Toronto
and New York rebounded
Friday to post hefty in-
creases and huge weekly
gains.

The exchange’s composite
300 index soared 46.55 points
to close at 3,100.65, up a
whopping 191.46 from last
Friday.

That's the biggest Friday-
to-Friday point gain since the
exchange started keeping
weekly records in 1971 and
the highest percentage ad-
vance for a week the one
ending Aug. 3, 1984.

In New York, the Dow
Jones industrial average rose
11.60 to 1,867.04, for a
weekly gain of 100.30 points.
