OTTAWA (CP) — The Chrysler twins, Omni and Horizon, have been jointly named the lemon of the year by the Automobile Protec- tion Association. Althoogh Omnl-Horizons, dating back to 1978 models, comprise only about 2,7 per cent of the cars on Canadian , highways, about eight per cent of complaints received by the association's Ottawa office in 1981 concerned the subcompacts. The complaints ranged from faulty values and front- wheel bearings to decompos- ing upholstery and seized doors, safd David Wineberg, Ottawa director of the con- sumer advocacy group.that is the scourge of the Prinetele auto makers, “I'm here to warn people not to buy them,” Wineberg told reporters. “I couldn't recommend anyone buy a used Omni.” The association's trophy — a plastic lemon equipped with four wheels and a miniature motor — will not be pre- sented to Chrysler. The com- pany probably would not re- turn the award when it was time to give it to another ‘magutactarey” ‘next | year, “20,000 kilometre: Wineberg joked. In a telephone interview from Windsor, Ont., Walt McCall, a Chrysler Canada Ltd... spokesman, . defended his ailing company’s product. “The. So when we catch a bandit we just kill him.” “This is real people's jus- tice," adds Shiv Shankar, an- . other farmer. “We know they are bandits and we do not want to give them a second chance.” | . Shankar tells of how three bandits raided his hamlet 29 kilometres from the’ nearest police station and ‘killed an old widow. The bandits were chased, caught and killed on the spot. Bhagalpur County, located in India’s Bihar province, has a population of nearly three million, but ‘its police force consists of fewer than 1,200 officers. Many crimes go un- detected because there are just no policemen to investi- gate... News..reports _ estimate that 200 bandits may have been killed throughout Bihar in the last year. Police admit “Gangsters now are terri- fied,” one official says. “We know the action of the vil- lages is itself criminal and they can be tried for murder. We have mounted a cam- paign against the lawless killings of suspected bandits but so far the response from villagers has been poor.” Villagers charge that po- licemen often are in collusion with bandits. Said one far- mer: “When we reported an attack by armed bandits on * our village, the police arrived after five days. They said our report was exaggerated. They did not believe us even when we showed two men who had been seriously in- jured by the gangsters.” Some government officials say privately that people's justice cannot be condemned outright when the adminis- tration does not guarantee the safety of law-abiding cit- - izens. IGNORE COMPLAINTS Said a Bhagalpur journa- list, who requested anony- mity: -“I'm against the so-called people’s justice.
