Thunder Bay-Atikokan, asked the Commons question and was told that “names are nor- mally replaced on project side signs by means of viny! overlays” and there were 43,240 of them in the last year. Another 38 signs had to have ministerial names changed. The period under review presumably included the short-lived cabinet of John Turner and the 40 new min isters for Brian Mulroney. Tax refund problems OTTAWA (CP) — Rev. enue Canada’s new-found ef. ficiency in speeding tax re- funds to Canadians is having negative implications for Fi. nance Minister Michael Wil- son, who is getting hit right where it hurts most — in his deficit projections. The government would have to send the tax over. payments and credits out eventually, but every cheque dated before March 31 re- duced revenues further for the 1984-85 fiscal year. And when revenues go down, the deficit goes up, unless there is a correspond- ing decrease in expenditures. A Revenue Canada spokes- man said that by March 22, the department hid sent out $1.5 billion in tax\refunds, compared with only $450 million for the same period last year. That's ayftincrease of more than $1 billion. Wilson told the national economic conference last month his forecast of $34.5 billion for the 1984-85 deficit no longer held true because revenues were lower than expected. The spread be- tween government revenues and expenditures will prob- ably be about $1 billion higher, he added. Asked later what the prob- lem » he said there were some “funny things going on in tax collections,” but would not elaborate. Sascha Podar, head of tax policy for the Finance De- partment, said the increased efficiency of Revenue Canada in sending out refunds would be one reason for a higher deficit. “I really doubt that we an- ticipated how fast refunds would go out,” Podar said in an interview. “That would definitely have an impact.” But he said Wilson was probably not referring to the refunds when he spoke about “funny things.” The finance minister, who said he did not know where the problem was occurring was probably talking about such things as the scientific research tax credit and an unexplainable drop in overall income tax collections, Podar said. Investment vehicles enab- ling those entitled to the sci entific research tax credit to transfer it to others in trans. actions known as the “quick flip" proved to be such a massive drain on the federal treasury that Wilson im posed a moratorium on their issuance last October. The tax break, which took effect in January 1984, al lowed companies to transfer unused research and devel opment tax deductions to in vestors, who in turn could claim a 50-per-cent credit when they filed their return. Originally estimated at $225 million a year, foregone revenue had topped $900 million at the last estimate, made in October. And no one seems to know how much more was siph oned from federal coffers be. fore the moratorium took ef. feet.
