THE LEON AND THEA KOERNER FOUNDATION Objectives, Regulations and Application Form Obj ectives The objectives of the Foundation are to foster higher education , cultural activities and the public welfare, particularly in British Columbia. The Foundation int~nds to stimulate and invigorate cultural and educational life by enabling institutions and individuals to undertake activities which would not be possible without special assistance. The Foundation does not make grants to cover the routine operating expenses of an organization, to meet deficits, to support research, or to contribute to capital expenditures. Grants will be made to institutions , or throu gh them to persons who the Foundation beli eves will carry out responsibly th e proj ects proposed . Such institutions include universities, libraries , organizations devot e e to the fine arts and the preservation of histor , and other activities in the Foundat ion's areas of interest, which are r ecognize d by th e taxation authorities. The foundation will normally g ive preference to projects arising in th e Province of British Columbia. It will, however , continue to e nt e rt ain occasiona l requests from national bo dies in th e fie ld s of educa t ion , cultural activities and health and welfare fo r the support of semi na r s , conferences , or other pro jects of national importance. Regulations Concerning the Award of Grants 1. Each application shall contain a brief statement of the proposed project; its scope, time required for completion, results sought, total cost, grant requested from the Foundation, specific purposes to which the grant will be applied, concise statement of resources available for the project, and a resume of its present state. 2. The Projects Committee of the Foundation considers all applications in detail before fon~arding its recommendation to the Board of Governors, who make the final decisions regarding them. Either the Committee or Board may utilize any advice and assistance which may be of value in considering an application. For this reason applicants may wish to submit the names of suitable referees. 3. Grants are to be used only for the purposes approved by the Foundation ; any alteration in plans r ega rding either the purposes or the time period must receive prior approval by the Foundation. 4. Applications may be submitted at any time , but normally grants will be recommended for approval at either the spring or fall meetings of the Projects Commi tt ee . The majority of applications are processed, and grants recommended , at the spring mee tin g . To ensure consideration at the two meetings, applications should r each the Secretary of th e Committee not later th an }.1a rch 1 and September 1 fo r the spring and fall meetings respectively. Grants are approved by the Governors at meetings of the Board which normally take place in late ~p ril and late October , and the monies are distr ib uted during the two weeks following those meetings. 5. A grantee shall submit to the Secretary of the Projects Commi ttee on or before the following March 1, a report of progress or outcome of the project s upport e d by the grant . An applicacion for a further grant will not be considered until this report has been received . 6. Applications are to be made out in duplicate, one copy to be retained by the applican t.
