His target was Mayor Edward Dick, a Northport school teach- er whose two months in office : have apparently brought a large segment of the town down on his head. . Mayor Dick and three of his councillors, Ann New, Clif- ford. Day and Norma Haigh, have been charged, by. the townspeople with several vio- lations of the oath of office, and recall. proceedings are now under way, supervised by the prosecuting attorney's ollics in Colville, Mayor Dick was a couneil- lor,’ for is firat two years in ~ Office, but it was obvious to local observers that he was in control, In February of this year, Mayor Ed Marquardt finally quit-in despair, and a meeting of the four councillors, . who are now. subject to recall, quickly appointed Dick to the mayor's chair, Appointed to fill the vacant council seat was Tex Barton, an- appointment challenged by the single member of council who is not charged by the people, Ron Sauvola, Sauvola nominated Gary Kotzian at the March , New Denver WI. This led to'a somewhat incongruous + dilemma for all concerned, as- she couldn't be fired as treas- urer, ; In the U.S, that's an elected position, so Mrs, Charl- ton continues as. treasurer, although she has no access to the town's books, At the meeting, Mrs. Charlton distributed copies of her (unofficial) minutes of the March meeting, which differed in some respects from the minutes read by the clerk, Her version included several com- ments and criticisms of deci- sions made at the March meeting. (The gavel was nowhere to be found at last week's meet- ing, although the mayor and marshal searched through sev- eral drawers and filing cabinets for it). ‘The mayor came under fire also for his recent appointment ofa fire chief. Ata recent fire, a : member of the volunteer de- partment claimed, nobody knew who ‘the new chief was.
