Housing totals fall
by 14 per cent in ’91

A one per cent drop in
fourth quarter housing starts
led to a 1991 year end total of
156,197 units, according to
Canada Mortgage and Hous-
ing Corporation.

The fourth quarter results
slipped to 179,000 units sea-
sonally adjusted at an annual
rate from 181,000 units in the
third quarter.

The 1991 year end total

dropped 14 per cent from the
1990 level of 181,630. CMHC
had forecast 1991 starts to be
slightly lower at 152,000.
“The stronger than expect-
ed level of starts in 1991 came
from Quebec where the
provincial housing program
boosted starts and in B.C.
where the market was slightly
stronger than anticipated,” ex-
plained Rita Daniel, Director
of CMHC’s Market Analysis

Centre.

While the decline in 1991
starts was widespread, the
largest percentage drops oc-
curred in the Prairies, as
Saskatchewan starts fell 30
per cent, Manitoba’s 41 per
cent and Alberta’s 27 per cent.
Although Ontario did not have
the greatest percentage de-
cline in starts, it did have the

largest drop in total starts,

9,900 units below last year’s
levels. These decreases are
consistent with the changes in
economic activity during the
year. The only province to post
an increase in starts was New
Brunswick.

While the overall level of
fourth quarter results re-
mained relatively unchanged,
there were significant shifts in
activity within a number of
provinces.
