That's why the finance minister is risking the next election by imposing the unpopular tax next Jan. 1. Wilson has so far failed to arrest inflation, even though John Crow, governor of the Bank of Canada, has jacked up interest rates to the highest level since the last recession. Inflation fell only slightly in February to an an- nual rate of 5.4 per cent, after jumping to a six-year high of 5.5 per cent the month before. Each increase of one Percentage point in rates ad- ds about $1.75 billion to the federal deficit, if the rise in rates is sustained over an entire year.
