WHEREAS the Council of The Corporation considers it to be desirable and expedient to establish a sewage collec- tion and disposal system to serve the inhabitants of the Vil- lage of Castlegar. AND WHEREAS the estimated cost of that portion of a system to he constructed pursuant to this By-law is Four’ Hundred Farty-Five Thousand Dollars ($445,000.00) AND' WHEREAS the Council desires to borrow the sum of Four Hundred Forty-Five Thousand Dollars ($445,000.00) which is the amount of the debt intended to be created by this By-law for the purpose of meeting the costs of and in- cidental to the construction of such portion of the sewage collection and disposal system and to issue debentures there- fore, AND WHEREAS the lifetime of the portion of the sew- age collection and disposal system to be constructed pur- suant to this By-law is estimated to be in excess of 20 years. AND WHEREAS the amount of the assessed value for general municipal purposes of the taxable land and improve- ments within the Corporation was in: 1956 — $1; pe 357 1957 — $1,996,980 1958 — $2/475,053 AND WHEREAS there is presently outstanding on ac- count of the principle amounts of the debentures issued pur- suant to By-laws Nos. 26, 34, and 113 of the Corporation, the total sum of One Hundred Fifty-Three Thousand Six Hundred Dollars ($153,600.00) only and none of the prin- ciple and interest is in arrears and the Corporation has no other existing debenture debt. AND WHEREAS the depreciated value as’ at December 31st, 1957, of the water works system for which the Corpor- ation as a subsisting certificate of self-liquidation the | of Mui lities is $35,973.75. ‘AND WHEREAS the approval of the Inspector of Mun- icipalities has been obtained. AND WHEREAS the Council desires to borrow the sum of One Hundred Fifteen Thousand Dollars ($115,000.00) which is the amount of the debt intended to be created . by this By-law for the purpose of meeting the costs of and incidental to the construction of the aforesaid waterworks distribution system and to issue debentures therefore, . _AND WHEREAS the lifetime of the aforesaid water- works distribution system to be constructed pursuant to this By-law is estimated to be in excess of 20 years. (a) To operate and maintain the aforesaid works (b) To apply for a Provincial Guarantee of the prin- ciple and interest of and on the debentures hereinafter des- cribed and do all such other acts as may be necessary or ex- pedient to obtain such guarantee. {c) To acquire all such rea! property, easements, tights-of-ways, eeneser rights and authorities as may be Fe- quisite or for in with the of the works aforesaid, (4) That for the purpose and with the object afore- said and subject to the provisions in that behalf hereinafter contained qnd set forth there shall be borrowed upon the credit of the Corporation the sum of Four Hundred Forty- Five Thousand Dollars ($445,000,00) and debentures shall be issued therefore in sums of not less than One Hundred Dollars ($100.00) each bearing interest at the rate of Four and Three Quarters Percentum (434%) per annum and hav- ing coupons attached thereto for the payment of such inter- est, provided, however, that no debentures shall be issued hereunder unless and until the Province of British Columbia shall guarantee the payments required to be made for prin- ciple and interest thereon. ) That the said debentures shall be dated the Ist day of March, 1959, and shall be payable as to principle by 20 consecutive annual installments commencing the Ist doy of March, 1960, and interest thereon shell be payable semi- annually on the Ist day of March and the Ist day of Sept. in each and every year during the currency thereof, the re- spective amounts of principle and interest payable in each year and the total amounts thereof being as follows.
