Whether Great Britain needs or does not need assistance in dealing with the Boers, says an exchange, has little or nothing to do with the enthusiasm which now prevails in Canada over the enlistment of a Canadian regiment to be added to the active forces of the Empire during the war. ~ That which makes men leave home and family, makes mothers yield up their sons to go thousands of miles to take part in an enter- prise of great danger, and at best one of much hardship, is not in any spirit of animosity against the Boers; not a feeling that Britain or our fellow colonists cannot secure all the aid necessary without com- ing so far. All the enthusiasm is over a mere sentiment. And woe unto the country whose people lack hat sentiment or allow it to become weak. The demonstration we are witnessing means that Canadians feel the British empire is a reality; scattered colonies so far apart, their respective people are strangers to each other, they are united by a bond of sympathy, of unbending loyalty to each other and to their. beloved queen stronger than hooks of steel. Were we in Canada being im posed upon, our fellow colonists in Africa and Asia, in Australiasia and Europe, would not spend time in- vestigating the cause of trouble but would send out their sturdy sons to help us. So Canadians are not so ‘much concerned now in the exact cause of war in South Africa as the fact that there is war there, and fel- low Britons are fighting a foe. From the Atlantic to the Pacific the bugle sounded, and Canada’s gal- lant sons have sprung to arms. All may not go; but a mere representa- tion of Canada has been given the honor of answering ‘‘here” to the muster roll. Those who remain, however, in every way imaginable, have made it clear how heartily they are in sympathy with the move- ment. IN THE PHILIPPINES. Mail advices to the United State: war department indicate important negotiations in the Mohammedan section of the archipelago outside of the much discussed teritory of Sulu. Through the efforts of K. Enklesjohn, a gentleman of Nor- wegian birth who enjoys the confi- dence of the Tagalo chiefs in Min- danao, overtures of peace have been made to Gen. Otis at Manila, Mindanao is almost equal in area to Luzon, being one of the two great islands of the Philippines. The Mot dd: there 150,000 and Spain has maintained little more than nominal sover- eignty. Thirty of these chiefs held a conference with Mr. Enklesjohn at Zamboanga and drew up a form of treaty proposing terms of peace. They have suffered greatly from the inroads of the Moros and offer to submit to the authority of the ‘Uni- ted States on the sole conditions that sufficient American garrisons be established in the islands to pro- tect them. An escaped Spanish prisoner from the insurgent lines north of Manila has arrived at Angeles. He con- firms the reports that the insur- gents are running short of Mauser ammunition and are unable to refill cartridges of this class. He says» . Shey are beautiful and rare. The feeling will be more bitter than ever. should any misfortune befall the rest of the army, now cruelly decimated, and threatened by twice or thrice itsnum- bers. People have already asked why the authorities were so slow in preparing to meet what they must have known was _ inevitable. They saw long ago that. the Boers meant war; why, then, did they de- lay in dispatching an army?
