It was generally felt that the centre had met its original goal of providing services for the “alienated” or disenfrah- chised members of the com: munity; and that the needs of the community had changed, making the function of the centre obsolete. In the last few months, few of the services used by the community, were unavailable from other sources. He was advised that the next meeting to plan for Spokane would be in Edmonton on Nov. M4. On Dec. 20 a rather desperate External Affairs sent a telex to deputy trade minister Mr. Hempsall, deputy provin- cial secretary Mr. Wallace and Mr. McKeown. It noted that plans for -participation in Spokane were reaching the critical stage. It noted that two deadlines of Nov. 14 and Dec. 165 had passed and still there was no decision from Victoria. “*' On’ Dec. 21, Provincial Secretary Ernie Hall replied by Affairs - in = telex:.to: External.; Ottawa. It was composed of just two sentences and an- nounced that B.C. would not be taking part in the Spokane fair. The Ottawa types dis- covered a similar lack of interest from the Saskatche- wan and Manitoba govern- ments, but it was the rejection from B.C., the province with the closest ties to Spokane, that was the clincher, The announcement that - Canada was pulling out of the 1974 show was made this summer and the poor innocent Mr, Lavk has been loudly eloquent éver since, calling press conferences to denounce Ottawa's perfidy and to an- nounce that valiant B.C. will stand alone to save the nation’s honor. There are two possibilities here. One is that Mr. Lauk indeed has read the file, knows the past facts and is trying to bluff it with the public, That is a bit hard to believe. The other theory, while Mr. Lauk stands out there with egg dripping from his chin, is “that the senior NDP ministers who were in the cabinet last year while all this waffling was going on haven't told Mr. Lauk the facts,. are keeping their heads low and letting the obstreperous new boy make a fool of himself with Ottawa.
