On the heels of losing another director, a B.C. Supreme Court judge dismissed a motion from subsidiary Westar Mining Ltd. that would have protected the company’s three remaining directors from a $26 million liability. A report states the Bank of Montreal, which holds about $300 million of Westar Mining’s debt, vigorously opposed the motion. FIRST FOR LAYOFFS For the first time in its 54-year history, Chevron Canada Resources has announced layoffs. The company will axe 140 jobs, representing 10 per cent of its total workforce. The downtown in the energy sector is being blamed for the cuts. And the owner of Castlegar Realty Ltd. adds “as (Selkirk) college picks up the vacancy rate will be nil. It’s tough to find rentals. I figured by now the college’s new dorms would create a lot more vacancies than there are.” The situation in Castlegar is unique, what with the Celgar construction project, and realtors are having a tough time pinning down a shadow known as ‘the trend.’ McCarthy says it’s one thing to know where we're at, but quite another to know where we're going. “Right now I suspect the pulp mill (expansion project) is having an effect,” McCarthy said. “Quite a few guys on the project bought homes in Castlegar — more than we expected. There’s lots of guys who've never been here before who like the area. “If some of those construction guys don’t sell we could see our prices holding. It’s good growth for Castlegar.” He says a ripple effect of people escaping high prices is moving purchasers from Vancouver to Kelowna. Taking all this into account, McCarthy says it’s tough to gauge what direction the housing market will take in Castlegar. “We have to be careful,” McCarthy said. “(The demand) hasn’t caused a big jump in prices — people should understand that. “Some people think it’s an endless pot of gold because you have people from higher costing residential areas relocating here.” The Castlegar enigma seems to be a delicate balance of geography and economics. And that relationship is redefining home buyers. “It’s boiled down to a purchaser saying there’s how much money I have, show me what this will buy,” McCarthy said. “I think it’s true that we plan around monthly payments rather than the overall cost.” In a strong market, McCarthy says, “sales are up in regard to the sales to listings ratio.” In contrast, a soft market, such as what occurred in the early 1980s, sees lots of listings with not many people purchasing. And while investment buyers may be tempted to take advantage of low housing prices during those times, it is not without risk. “The problem with a soft market is trying to guess where the bottom is,” MCarthy said. : “When it’s on a proven rise it’s hard to miss. As for now, McCarthy cannot make any concrete predictions, but he does see the current market holding steady for a while. “The trend this year is a strong market and not a big increase,” McCarthy said. “It should continue into next year.
