First, let's deal with the Clarkson Gordon report, which stated that the province is going to be $541 million over budget this year. This means “that we, as a province, have spent approximately $541 mil- Non more than we will receive in revenue, This $541 million includes paying off the total debt of ICBC ($181 nition) —but more about ICBC. iate: Now many will argue a the shape of our finances is not that bad, that we as a province could» somehow juggle our payments so that our collective bank balance would show a smaller deficit, In fact, former finance minister Stupich at- tempted to do just that last Saturday night on CBC-TV's “Provincial Affairs" show. However, even Mr, Stu- Ppich was unable to deny that for the first time in nearly 20 years, the province is well and truly in the hole, Even by using up all our cash reserves—the government's version of a sav- ings account—we're still in the glue to the tune of several hundred million dollars. There is no getting around the fact. This brings me to ICBC and the dramatic increase in auto rates. If we had as few accidents per capita as Manitoba does, then ICBC could offer rates as low as those in Manitoba. It’s as simple as that. Now, some ask, why didn't the government impose an additional tax on gasoline, thus allowing for lower insurance premiums? First, such a tax would amount to 25-28 cents per gallon. One result would. be a dramatic increase in the price of nearly everything we pur- chase because of the additional cost of transportation. - Taking this route would also cost most drivers more in the long run, and insurance would no longer reflect the cost of claims. For example, records show that expensive cars, such as Rolls Royces, Mercedes- Benz, or Cadillacs are driven fewer miles than many others on the highway.
