Speaker finds taping contempt of legislature VICTORIA (CP) — The taping of the car-phone conversations of for- mer attorney general Bud Smith was a grave contempt of the legislature, Speaker Stephen Rogers said in the house. But the fate.of the person who made the tapes between Smith and a chief aide and a television reporter remains in doubt. Brian Graves, a former Victoria freelance radio repor- ter, is*reported to have made the tapes. Rogers could call Graves before the House for judgment and punishment if he were found to be the person who recorded the conversations. But Rogers said he had decided to “‘withhold any further consideration of the issues for the time being,” until investigations are completed by the RCMP, the provincial ombudsman and the B.C. Law Society. Possible contempt citations against Si . The report, prepared by Decima Research, was delivered June 7 to the Finance Department and obtained by the Ottawa Citizen on Monday under the Access to Information Act. The survey was done between Jan. 9 and 15, 1990. Decima inter- viewed 1,200 Canadians, yielding results considered accurate within 2.9 percentage points, 19 times out of 20. The survey found just 14 per cent of Canadians favored the GST. Legislation to implement the GST has been passed by the Commons, but a Senate committee is currently holding cross-country hearings on the tax. The survey showed Candians’ dislike of the tax had been unchanged by a controversial federal advertising campaign praising its benefits. Asked what worried them about the tax, 90 per cent or more of responden- ts admitted to at least some concerns the GST would make things too com- plicated for small business, hurt the economy, make things harder for the Poor, drive up the cost of living and generate revenues that would only be wasted by government. More than four out of five respon- dents agreed ‘‘we all have a role in helping to fix’’ the deficit, but 62 per cent also felt the tax money raised by the GST would only be wasted. When presented with a list of op- tions of what to do about the GST, only three per cent felt the federal government should ‘‘go ahead ‘as planned.”* More than a quarter felt it should be scrapped. Most felt some form ‘of consumption tax would be acceptable, but only if it were changed to be less ‘‘painful,"* and ac- companied by efforts to cut ‘‘waste and inefficiency."” Canadians also did not trust the motives of the federal government.
