The Castlegar alderman says the city must go ahead with its road referendum, despite only having a verbal commit- ment on funding from the Ministry of Municipal Affairs. The road referendum is scheduled for Dec. 14. The referendum, if passed by the city’s 6,400 eligible voters, would allow Castlegar to borrow up $1.286 million from the Municipal Financing Authori- ty to pay for the first two years of a five- year road rehabilitation program. Payment for the final three years of the program would come from the city’s capital funding. “We're playing catch-up here, that’s what it’s all Rava Chernoff said at a deteriorate like they Chernoff admits the city hasn't spent NEWSPAPER COME HOME as much money as it should on road re- pairs and resurfacing. But, he added, the city budget didn’t allow for the necessary funds to keep up with the potholes and cracks. In the 1991 budget, some $150,000 was delegated to road work. Ac- Referendum gets green light cording to a repayment schedule, the city wouldn't begin to pay back the $1.286 mil- lion loan until 1994 — which by no acci- dent coincides with the completion of the Celgar expansion. Chernoff said Celgar’s expansion would increase the city’s tax base. He said that new tax pool would allow the city to resurface roads and fix drainage problems at no cost to home- owners. “Even if there was an increase (in tax- es), it would not be a hefty one,” said Chernoff, adding that if tax hikes were needed, it would work out to $23 per year for homes valued at $75,000. Comin warned that citizens must rec- ognize the need for road repair and vote in favor of the referendum. “If we don’t do it now, the costs will be out of reach in the future,” he said.
