He also told min istry personnel that they could expect full support in enforc- ing the proposed regulations “The function of the code is to really change the way in which we manage the forests,” said Petter at news conference Monday “It brings all the forest prac- tices rules, which are dis- persed all over right now, together. It will facilitate enforcement, it will make penalties much tougher and it will create an independent for- est practices board to oversee the process.” Petter insisted the new code and its stricter enforcement will increase the credibility of the logging industry “Many forestry compani¢es say they have already made the changes that are expected by the public. What the code will do is validate that fact and for those who haven't yet made the changes the code will make sure they get in line and come up to these new standards. And the political direc tion of the day ten and 15 years ago was sympathetic administration, There were no bones made about that. It was viewed at the time as a response to economic condi- tions that were thought to be to the advantage of the indus- try. At the same time the Minister outlined a number of special considerations to protect the elk and deer winter range along the planned route through the Marsden Face located west of Nelson above the Kootenay River. “Government will purchase portions of several private prop- erty holdings to ensure the pro- tection of the area’s elk and deer winter range and mitigate the impact of a forest access road to be developed across the area,” said Petter. The minister said the road would be gated to keep the public out of the elk range and that haul- ing would be curtailed during critical times of the year to avoid disturbing the animals. To ensure the future sanctity of the land the government plans to deed it to the Nature Trust of British Columbia. The announcement to purchase the 66 hectares for $185,000 fol- lowed four years of difficult negotiations in which Forest Ser vice officials say they considered over.a dozen altemative routes into the area. All the other pro: posed routes had problems with costs, safety and watershed con siderations they said The Marsden Face route received qualified support from the Nelson Rod and Gun Club one of the groups that had lob- bied hard to protect the elk range. “We would prefer not to see any road there at all,” said the Club's spokesman Ken Heibert Unfortunately we have to deal with a compromise. It was the best agreement we could work out considering what we had to work with.” Heibert said that it was not the road but what the road brought with it-people—that posed the greatest threat to the elk. “Every valley in the area has a road up the middle of it. We are running out of sanctuaries for wildlife, undisturbed places for animals are increasingly rare We want to see this place closed to vehicular traffic, except the logging trucks, year round.” Grohman Creek is part of the timber quota awarded to Kalesnikoff Lumber Co. Ltd The company plans to haul 100 loads out of the valley annually. Owner Peter Kalesnikoff thanked the Minister for finally coming to a decision after his company had been left in the lurch during the protracted Grohman Creek negotiations. He had some advice for future nego- tuations. “We have to come down to ground roots and sit down with each other and use common sense. Without common sense it doesn’t matter what you put down on paper,” he said However at least one group is still having a hard time seeing the sense in the recent decision.
