Hui and other members of his family have invested more than $2 million in Montreal and the people he goes after all have a huge amount of money: the only question is how much. Hui, who works as an investment broker and immigration consultant, says that to qualify as an immigrant-entrepreneur, assets of $250,000 are required. “So a Chinese businessman will show the immigration officials three or four property deeds, he says. “But he'll have 30 or 40 deeds worth much more that he won't tell anyone about.” Hui meets Chinese millionaires at Montreal's airport, books them into downtown hotels and takes them around the city to point out its attractions, including big houses that seem a bargain to peple who pay $400,000 for a three-bedroom apartment. “When my clients see a house for $200,000, they can't believe how cheap it is. They pay cash.” A select group. of English- speaking teen Evrope, Asia, America will arrive in Canada this August — each one looking forward to living with jamily tor a high Hui, who came to Montreal from Hong Kong two years ago, is the ‘sort of successful individual Montreal and Quebec officials can cite when trying to persuade Far East investérs that there are other choices besides Vancouver and Toronto, the two Canadian cities that have traditionally drawn Chinese interest. The French language remains Quebec's greatest impediment to Hong Kong Chinese whose mother tongue is Cantonese and who learn English at school. Hui first took his family and business to the Indian Ocean Island of Mauritius, where schooling is in English and French, before moving two years ago to Montreal. He said his friends tell him the government is more efficient in Ontario than in Quebec but he prefers Montreal and its cosmopolitan atmosphere to Toronto. “Because my children already knew some French, the language wasn't a problem for us as it is for many Chinese from HongKong.” Quebec has four financial consultants stationed in Hong Kong and there is a 14member bureau in Montreal to attract and look after Asian entrepreneurs who want to immigrate.
