Jung Kil (John) Chang will enter a plea next Wednesday in connection with offences alleged to have been committed in February, October and November of 1991. The charges include unlawful export of bear parts, unlawful sale and purchase of bear parts and traffic in bear parts. Conservation Officer Barry Farynuk said trafficking in animal parts is becoming a popular crime. “It’s starting to show up more and more all the time,” he said, “especially in the Lower Mainland.” Farynuk said the main motivation is generally money. “It’s a supply and demand type of thing,” he’said. “If the money’s there there, people will do it.” Farynuk said the bear parts in the Chang case consisted of gall bladders and paws, and were being shipped out of the province. First Allied Development Corp.’s Jim Laing says his firm could start con- struction on a 130,000 square foot mall “as early as June or July.” The First Allied’s bid, which would see a mall erected next to the Sandman Inn, is one of two being considered by the city. The other — and more advanced — proposal is being fronted by the Vancou- ver-based Reid Group. The Reid plan would see a 65,000 square foot mall located on recently-sold property, across from Blue Top Burger. According to city administrator Gary Williams the Reid Group will present building plans this week. “The Reid Group certainly appears to have proceeded beyond any mall pro- posal which I have seen,” Williams said. “They are almost at the stage where a development permit could be granted.” That isn’t scaring off First Allied, though. Attending a public hearing on needed zoning changes, Laing said he'll let the Reid proposal run its course. ‘In fact, Laing said First Allied would go ahead with its plans even if the Reid Group beat him to the punch. : _- “We are putting our money where our mouth is,” said Laing, “and I don’t think that Castlegar will have three shopping centres.” However, some local residents wish First Allied would put it’s money else- where. “I’m not trying to shoot this project down,” said home-owner Terry Moon, “but I don’t like it.” “I want to be guaranteed protection before I support this idea.”_ Jean Fitzpatrick, who also lives next to the proposed mall sight, disagrees. “T have lived in this area for 45 years now, and have been paying property tax- es for a long time,” Fitzpatrick said. “T would like to enjoy the returns of this mall before I get too old.
